Ranking Digital Rights (RDR) is a research program housed at the Open Technology Institute at New America, a nonprofit, nonpartisan public policy institute based in Washington, D.C. Since 2015, RDR has ranked the world’s most powerful digital platforms and telecommunications companies on their policies and practices affecting users’ freedom of expression and privacy in its annual RDR Corporate Accountability Index. RDR operates as a remote team, with staff working from Washington, D.C., Berlin, Budapest, and other locations.
RDR seeks a candidate with at least five years of experience and who can demonstrate progressive policy and/or stakeholder engagement responsibilities as well as policy impact. The ideal candidate should have subject-matter expertise in human rights and technology policy. They should also exhibit a solid understanding of current relevant internet policy processes in the U.S. and in international and multilateral policy fora (United Nations, Council of Europe, OSCE, etc.). Previous policy or research experience related to online content moderation and governance (including targeted advertising and the use of artificial intelligence), privacy and data protection, and business and human rights is highly desirable. Knowledge of legislative processes in jurisdictions other than the U.S. (notably the European Union and its member states) is a plus.
As an RDR policy analyst, your primary responsibility will be to ensure that RDR research and policy products respond to emerging and evolving technology policy dilemmas affecting human rights, both in the U.S. and internationally. You will amplify RDR’s voice by seeking opportunities to incorporate the RDR Index data, methodology, indicators, findings, and recommendations into public discourse and policy debate.
You will participate in conferences, workshops, and other fora; contribute to high-level policy formation and public statements; and write regularly for both RDR and external publications. You will have versatile oral and written communication skills and be comfortable engaging with a variety of stakeholders, such as civil society organizations, government officials, and representatives of international and multilateral organizations. Experience with investor engagement or a willingness to expand into this area is desired. Due to the ongoing pandemic, we expect that engagement activities will be conducted remotely, and that no travel will be required. Success in this role will depend on developing strong relationships with a wide range of stakeholders, including civil society organizations, policymakers, and academics. The policy analyst reports to the director and works in close coordination with other staff, including members of the communications and research teams.
The policy analyst will also coordinate and track policy and stakeholder engagement activities conducted by other team members, and support grant applications and reports as needed.
This position can be a part-time or full-time consultancy for a minimum of six months. Monthly compensation will be equivalent to $70-90K annually.
RDR operates as a distributed team, with some staff based at New America in Washington, D.C., while other staff and contractors work from other locations around the world. We will consider applications from candidates based anywhere but prefer candidates who can overlap with a 9 a.m. to 6 p.m. day UTC -5 (Eastern Standard Time) for at least four hours a day.
